About Phipps & Howell
Phipps & Howell was founded in 1965 by Ben Phipps. Jeff Howell joined the firm in 2000 and became a named partner in 2007. The firm has a statewide practice, concentrating on state and local taxes, and on healthcare. The firm is rated AV and as “preeminent” by Martindale-Hubbell.
Housed in Tallahassee’s historic Exchange Building, only two blocks from the Capitol, the firm’s lawyers are actively engaged in the legislative process. Both Jeff Howell and Ben Phipps have served as senior legislative staff and have been active in helping to set state policy. Being able to work closely and affably with state executive agency personnel to resolve contested issues and to facilitate client planning is another advantage of the firm’s longtime presence in the state capital. Mr. Howell, and his associates, also have an active presence representing state agencies in employment and civil rights issues.
The firm’s lawyers represent state and local taxpayers in litigation throughout the state. They have tried cases in most of Florida’s 67 counties, and at every appellate level in the state. Ben Phipps appears frequently before the Florida Supreme Court on property and sales tax issues, and in tax procedure cases. Jeff Howell represents clients in healthcare matters throughout Florida and has a special relationship with many of the smaller rural hospitals, having been the chief administrator of one.
